There might be several reasons why the app shows you people from other countries.
For example, if you live near the border with another country the geolocation of your mobile is probably not accurate enough, which makes the app show you people from the neighboring country.
In addition, it is possible that the app shows you people from foreign countries if there are not enough active users in your country while you’re swiping.

i changed my swipe settings to just my country but i’m still getting people from america and england
